Meet David

David Blair is a Democrat running for Montgomery County Executive.  He is an entrepreneur and philanthropist who has been active in business, civic, and nonprofit communities for decades devoted to making Montgomery County a better place for those who call it home.


David’s passion for helping his community thrive inspired him to found the Council for Advocacy and Policy Solutions (CAPS), a public policy and advocacy institute, which provides resources and education to the people of Montgomery County about legislation and issues impacting their community.  CAPS has created and executed on numerous innovative initiatives including partnered with the county to launch the Food for Montgomery Fund, established a telehealth program to reach underserved communities in collaboration with the African American Health Program, launched an Entrepreneurship Lab at the Universities at Shady Grove, and worked with the Black and Brown Coalition to promote equitable access to resources to close the achievement gap.


Born and raised in Montgomery County, David started his business career here over 20 years ago. He founded Catalyst Health Solutions, a health care company that provided millions of Americans with more affordable prescription drugs and better access to health care.  Catalyst received accolades for the quality of its products and services and the outstanding benefits its employees received under David’s leadership.


Empowering and collaborating with nonprofits in the community is something David has done for decades. He serves as a board member and acts in an advisory capacity to several nonprofits including the Bipartisan Policy Center, a nonprofit organization focused on improving challenges facing the public sector; the Partnership for a Healthier America, a nonprofit committed to working with the private sector to ensure the health of our nation’s youth; the Universities of Shady Grove; and the Montgomery County Chamber of Commerce.


David and his wife, Mikel, are devoted philanthropists who support dozens of local organizations including community initiatives to end poverty and homelessness, promote healthy living, empower children with disabilities, and provide quality early childhood education.  They’re raising their six children here in Montgomery County.
